PCMNow, under the leadership of Carlos Jardino, championed this outstanding brand-new 100% affordable housing development for the 55+ age demographic. This project was made possible by rezoning two contiguous single-family lots and securing exceptional financing terms through CMHC. The asset was sold prior to completion, allowing us to strategically redirect our efforts and capital toward addressing the needs of the missing middle.

When PCMNow acquired 1809 Lawrence Avenue, it was one of the worst buildings in the city—dilapidated, unsafe, and plagued by neglect. Ceilings were collapsing, sewers were clogged, and the atmosphere was defined by crime and drugs—an unfortunate consequence of draconian regulations imposed by out-of-touch bureaucrats.

Determined to restore dignity to the property and its residents, we completely gutted the building down to its structure. Every system—electrical, mechanical, plumbing, and windows—was replaced, and a state-of-the-art snow-melting system was added.

 

The total investment exceeded the purchase price, yet in just six months, we transformed what was once a disgrace into a secure, high-quality residence. The building became a showpiece, attracting renewed tenants who could finally take pride in living in a safe and dignified home.

Legacy of Innovation

Several years ago, PCMNow successfully secured a $4 million grant from the CMHC Innovation Fund for the development of a ten-story affordable housing building, highlighting our longstanding commitment to innovative and affordable housing solutions.

 

Unfortunately, the authoritarian bureaucracy of the City of Toronto’s building department threw so many obstacles at our innovative proposal that, after enduring endless frustration, we were ultimately forced to abandon the project. This, despite the fact that our approach—already embraced by forward-thinking cities worldwide—drastically reduces construction time and costs while being environmentally superior. To make matters worse, we had secured a $4 million grant from the Federal Housing Innovation Fund to bring this vision to life, yet Toronto’s rigid and outdated policies rendered it impossible to proceed. At a time when the city faces a dire housing crisis, the very institutions that should be encouraging solutions are instead ensuring that progress is stifled at every turn.
